The House returns on Tuesday with 10 bills under suspension of rules. Floor action is scheduled for H.R. 5325 the Energy & Water Appropriations Act for Fiscal Year 2013. Conference negotiations on the Surface Transportation Extension continue to stall over the Keystone XL Pipeline amendment.
